Operator obligations in building services

Whoever operates a system is responsible for its safe condition. It can be delegated, but not handed over.

What operator responsibility means

The operator of a system makes sure it poses no danger. This applies to the fire alarm system as much as to the lift, the heating or the ventilation.

The operator is usually the owner. In practice the property manager takes on the task.

The rules come from many regulations, but the core is always the same. The system is maintained, inspected regularly and everything is documented in a traceable way.

Which systems are affected

Requirements are strictest wherever a failure could endanger people.

  • Fire detection and alarm systems
  • Smoke and heat extraction systems
  • Sprinkler and fire extinguishing systems
  • Lifts
  • Ventilation systems with fire dampers
  • Safety power supply and emergency lighting

Delegate yes, hand over no

Maintenance and inspection are done by specialist contractors. That is normal and correct.

The responsibility that it really happens stays with the operator. Anyone who signs a contract and then stops paying attention has not fulfilled their duty.

So the operator must select, commission, monitor and document.

Documentation is the proof

When something goes wrong, nobody asks whether the system was maintained. They ask whether it can be proven.

Logbook, maintenance reports and inspection reports are that proof. Without it, trouble with insurers and authorities follows, up to personal liability.

Typical omissions
